§ — Credentials

The licence, the register entries and the partners who confirm us.

StarCompliance is the trading name of STAR COMPLIANCE CYBER RISK MANAGEMENT SERVICES L.L.C, a Dubai-licensed blockchain forensics company holding trade licence No. 1135542. This page publishes that licence field by field, names the sole owner on it, and links the two partnerships that our partners announced on their own websites. It is the evidence behind the first checks on our verification page, written so a compliance officer, a lawyer or a journalist can copy the numbers straight out of it. The last section is the one most firms leave out: what we do not claim, and which credential we have not published yet.

§ 01 — The record

StarCompliance licence number, registry entries and registered address.

These are the strings printed on the trade licence itself. A firm that will not publish them is the first red flag on any verification checklist — so ours are here in full, with what each entry is.

FieldValue
Registered name
STAR COMPLIANCE CYBER RISK MANAGEMENT SERVICES L.L.C
The legal entity behind the StarCompliance brand — the name that appears on an engagement agreement, an invoice and in any correspondence. StarCompliance is the trading name of this company and of nothing else.
Trade licence
No. 1135542
Dubai commercial licence. This is the number to quote when checking the company with an authority, a bank or a counterparty.
Commercial register
No. 1876962
The register entry the licence refers to.
Dubai Chamber of Commerce
DCCI No. 439332
Chamber membership number carried on the same licence.
Issued
12 January 2023
The date the current licence was granted.
Valid until
11 January 2027
A licence is a renewable document, and its expiry is public information — so it is on this page rather than left for a reader to wonder about.
Owner and manager
Taras Podhorodetskyi
Sole owner and manager named on the licence, holding 100% of the company. He is also the founder and CEO, and the person quoted in the external sources listed further down. His own profiles are below, so the name can be searched outside this site — which is what check 02 on /verify asks of any firm.
A fintech entrepreneur with over half a decade of experience building secure and compliant solutions in the crypto industry, now working full time on crypto asset recovery. Founder and CEO of StarCompliance, and the sole owner and manager named on the company's Dubai trade licence.
Registered address
One Central, Dubai World Trade Centre, Dubai, United Arab Emirates
The address on the licence, and the address of the office. It is the same address that appears in the site footer and in our Google Business Profile.
Operating since / licensed since
Operating since 2022 · licensed in Dubai since January 2023
Both dates, always together. The company existed for roughly a year before the Dubai licence was issued, and stating only the earlier date would make the licence look older than it is.
Contact of record
[email protected] · +971 56 182 9077
The corporate address and number. We do not run a messenger-only intake: a firm reachable solely through a chat handle can disappear from it in a second.
What a licence does and does not tell you

A trade licence records that the company exists, is registered at a named address and can be identified in a public register. It is not an endorsement of results, and no regulator anywhere licenses the recovery of stolen crypto as an outcome. Treat it as the floor a firm has to clear before its other claims are worth reading — not as one of those claims.

§ 02 — Partnerships

Partnerships confirmed by the partner, on the partner's own website.

A logo wall proves nothing. The only test worth applying is to open the partner's own site and search for the firm's name — if a relationship is real, it is documented on both sides. Here are the two that are.

Announced 22 September 2025

Global Ledger

Swiss blockchain analytics firm. The partnership covers shared data and risk labelling, and gives our investigators their tracing and monitoring tooling. Their announcement quotes our founder, and its company boilerplate independently repeats four of our own figures — founded in 2022, a team of 30+ investigators, over $500 million traced in 2025, and more than $35 million recovered across 12 countries.

Announced by the partner

BitOK

Blockchain analytics and AML technology provider. The partnership covers blockchain intelligence exchange for transaction labelling and gives our clients access to BitOK's KYT tooling, with the reporting a regulator or a court expects.

Every external mention of this company that we can point you at — these two announcements, an interview and a broadcast — is listed with its source on the press page. If a mention is not linked there, we are not claiming it.

§ 03 — Scope

What the licensed entity actually does, and where the work stops being ours.

The division below is the part clients most often assume wrongly: the forensics are in-house, the legal steps are not, and no part of the process is subcontracted silently.

The figures in that table are published with the period each covers, and how every one of them is measured is set out on the figures page.

§ 04 — Not claimed

What we deliberately do not claim.

Each line here is something this industry asserts routinely and cannot evidence. Publishing the absence is what makes the rest of the page checkable.

  • No direct or privileged channel to Tether, Circle or any other token issuer. Freeze requests go through each issuer's published procedure like anyone else's; what we can state is the observed response time, 24–62 hours.
  • No affiliation with any government agency, and no agency refers cases to us. Anyone contacting you in our name and claiming otherwise is not us — that is check 10 on /verify, and it is the most common recovery-fraud approach there is.
  • We do not practise law. Forensics, evidence and case management are ours; every legal step is executed by lawyers admitted in the relevant jurisdiction.
  • No aggregate freeze rate. A percentage of assets frozen, quoted as a headline, reads as a promise of an outcome nobody can promise — so the only aggregate metric we publish is the success rate, in full, with what it counts and over what period.
  • No prices, percentages or payment terms on this website. Commercial terms are fixed in the engagement agreement before any work begins, and you read them before you sign.
  • No reviews, ratings or testimonial scores. There is no honest way to aggregate them in this industry, and a rating widget on a recovery site is decoration, not evidence.
§ 05 — Not answered yet

The credential we have not published.

One item on every serious verification checklist is still open on this site, and it is the one that matters most for a YMYL firm: the people.

  • Individual investigator and analyst profiles — names, qualifications and certifications — are not published, and this is a decision rather than a delay: the company does not disclose its investigators publicly. The only named person on this site is the founder, so the team figure above is our own statement rather than something you can confirm from outside, and it should be read that way.
  • No qualification or certificate is published for anyone, including the founder. Nothing was supplied, and a credential is the one thing on a page like this that a reader cannot sanity-check from context — so the line stays empty rather than plausible.
  • The pages the founder writes carry no reviewer. He may review material written by others, but a document checked by the person who wrote it has not been independently reviewed, and saying otherwise would be worth less than saying nothing. A second reviewer is not appointed yet; until one is, the review line on those pages stays unfilled and says so.

Stock photographs and a "team of certified experts" line would close this section visually and answer nothing. It stays open until there are real profiles to publish — and check 02 on our own verification checklist tells you to hold that against us in the meantime.

Disclaimer. The registry values on this page are transcribed from the company's Dubai trade licence and are stated as of 3 September 2026. Partnerships are listed only where the partner documents them publicly; the links go to the partner's own website, which we do not control. Nothing here is legal advice, and no outcome in an asset recovery case is promised — outcomes are decided by courts, exchanges and token issuers.
